Go to The Clutch.Swim to the ocean surface.Look around for a nearby island (Sandy Beach) to swim/fly to.One side is Horde and one side is Alliance.Get flight path to all of Eastern Kingdoms locations.

Why can’t I use the vashj IR portal?
It could be that you’re unable to enter Vashj’ir because you haven’t completed the said intro quests. Check online on official WoW websites and note all of the different intro missions for the area.
