No ,the oven can’t draw more than the circuit can supply. In a fault situation the MCB would trip to protect the circuit cable. A 16 amp circuit is the MINIMUM required for your oven.

It can, but best practice is not to plug it in a kitchen circuit, Not supposed to have anything over 2kw plugged into a ring or radial circuit, as this is a high drain area of power in the house, which you would be adding to if you did plug it in. Suggest a separate circuit.
